Lisa Lewis Person serves as the Deputy Assistant Secretary for Technology Policy, Deputy National Coordinator and the Chief Operating Officer at the Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology. She has dedicated her exemplary and extensive federal career to serving the American people with excellence. In her current role, she is responsible for providing executive oversight and setting the strategic direction for matters related to program integrity, budget formulation and execution, financial assistance and acquisitions management, human capital, information technology, operational services, enterprise risk management, freedom of information act (FOIA) requests, legislative affairs, cybersecurity, and enterprise architecture. She has created an outstanding operations infrastructure in ASTP/ONC and has developed a team of leaders and staff that excel in every operational area.
Throughout her career, Mrs. Person established three new government organizations, managed, mentored and directed hundreds of federal workers and contractors, implemented new federal programs, led operational success, and oversight of billions of federal dollars. Prior to her current role within ASTP/ONC, Mrs. Person served as ONC’s chief grants management officer, establishing and adroitly managing a new office responsible for the oversight of over $1.7 billion in grants and cooperative agreements. She also served as the acting Assistant Administrator for the Grant Programs Directorate (GPD) within the Federal Emergency Management Agency (FEMA), where she led the consolidation of three separate offices into a new FEMA directorate, GPD. She has worked to develop strong career development opportunities, clear promotion pathways, and transparent expectations throughout her organization. Mrs. Person is a results-oriented senior executive who has led public policy and operational transformation in multiple organizations and initiatives.
Mrs. Person is a champion for diversity, equity, inclusion, and accessibility (DEIA). She is the executive sponsor for many of ASTP/ONC’s diversity efforts, including a DEIA council, and a recruitment and outreach effort focused on minority serving institutions that spans HHS. She led the creation of the Public Health Informatics and Technology Workforce Program. This program is leading the way in creating a diverse pool of public health professionals and informaticists by training over 4,000 students from minority serving institutions. One of Mrs. Person’s professional priorities is to include diverse voices and perspectives in the American healthcare system and health IT landscape.
Over the course of her career, Ms. Person has been awarded the Department of Homeland Security Secretary’s Award, National Coordinator’s Award, Department of Health and Human Services Best Practice Award for Innovation, Department of Health and Human Services Secretary’s Award for Meritorious Service, ONC award for Excellence in Management, Gears of Government Award from the Office of Management and Budget, and was named one of the 10 most influential women in health IT.
