Mr. Garcia has a master’s degree in public health in Biostatistics from the University of Puerto Rico Medical Sciences Campus and a bachelor’s degree in business administration in statistics from the University of Puerto Rico Main Campus in San Juan. In addition, he got two certifications in epidemiology from the Centers Disease Control and Prevention (CDC) from Emory University in Atlanta as well as a Statistical Survey Designs certificate from the Professional Institute in Washington, D.C. His professional career in the health sector spans for more than 25 years and allowed him to be a mentor and an expert in public health research, project management, quality improvement programs, provision and coverage of healthcare services as well as expertise in regulatory landscape and compliance, planning, training and consulting in emergency preparedness, response and recovery on a State and Federal level. Currently, he leads all the activities and efforts of the Puerto Rico Health Center Controlled Network (PR-HCCN) under the Puerto Rico Primary Care Association (PR-PCA) directed towards health information technology, quality improvement, statistical and data analysis; supporting all the community health centers (FQHCs) in Puerto Rico and U.S. Virgin Islands based on Federal and State regulatory requirements for areas such as interoperability, population health management, value-based care, statistical and data analytics, as implementation and piloting projects around artificial intelligence and emerging technologies in healthcare.
