Gary has been a champion of healthcare initiatives within Department of Health and Department of Human Services in the US Virgin Islands for over ten years, currently serving as Medicaid Director. Over the course of his career, he used his passion, energy and expertise to lead several key efforts, including Medicaid, HIV Prevention, Ryan White and ADAP programs, and Emergency Services. He was a 2020 Fellow of the Medicaid Leadership Institute, the first selected from a US Territory and 55th in the US. He also represents all five US Territories on the National Association of Medicaid Directors’ Board, where he focuses on setting strategic direction within Medicaid. Gary’s unfailing dedication and enthusiasm, coupled with his knowledge and experience, enable him to drive important change in vital healthcare programs within the USVI.
