Donna Ramos-Johnson

Chief Operating and Technology Officer, DC Primary Care Association

Donna Ramos-Johnson has more than 40 years of information management experience, developing and executing technology strategies to deliver innovative, high quality, high impact results. She currently serves as Chief Operating and Technology Officer at the District of Columbia Primary Care Association (DCPCA), where she oversees the organization’s financial management operations and is responsible for planning and managing all internal and external technology initiatives, including the implementation of health data management, health information exchange and analytics tools and strategies to facilitate the delivery of whole-person care at DCPCA-member health care sites.

Since 2008, Donna has been a key participant in efforts to implement health information exchange (HIE) technologies in the District of Columbia. She provides governance and operational oversight for Capital Partners in Care (CPC) HIE, which is recognized as a DC HIE Registered Entity and includes participation from 19 provider organizations consisting of Federally Qualified Health Centers (FQHCs), community health centers, independent medical practices and health system-affiliated ambulatory practices. Donna also leads DCPCA’s partnership with CRISP DC, the District’s Designated HIE Entity, to design, develop and implement HIE tools that offer access to consolidated patient information contributed by a variety of health data source systems located across the DC metropolitan area.

Donna holds a Master of Science degree in Management from the Alfred P. Sloan School of Management, Massachusetts Institute of Technology (MIT), and a Bachelor of Science degree (With Distinction) in Mathematics from Simmons University. She is currently serving a fourth 3-year term as a member of the DC HIE Policy Board
